The Scholarship will perpetrate the memory of Illinois State Trooper Chong S. Lim who was tragically killed in the line of duty when his patrol car was struck from behind as he conducted a traffic stop on the Northwest Tollway. His squad car was rear-ended and burst into flames.

On Tuesday, June 6th 1995, Trooper Lim stopped a car on I-90, near Hoffman Estates. He was sitting in his squad car when a pickup truck struck the rear of his vehicle and forced it into the automobile in front of him. The force of the collision caused the gas tank to explode and trapped Trooper Lim inside.

The driver of the pickup truck was arrested for DUI. He was later charged with manslaughter for Trooper Lim’s death and sentenced to eight years in prison.

Born in South Korea, Trooper Lim patrolled District 3 in Chicago upon his graduation from the Academy. He transferred to the midnight shift in District 15, Oak Brook, just one month before his death. He is survived by his wife. The scholarship award is named after Trooper Chong Soo Lim.

Welcome to AALEA!

Dear Members of AALEA,

On behalf of the executive board of the Asian American Law Enforcement Association (AALEA), I would like to congratulate you and thank you for joining our organization.  As a valued member we hope to serve and assist you in any way we can. Asian Americans in law enforcement agencies are an “invisible minority”, where too often we are blended in and unrecognized. AALEA hopes that through our involvement with the community, our high degree of professionalism will be acknowledged and the advancement of Asian Americans in law enforcement will be realized.

As a member of AALEA you will have many opportunities for training and networking. AALEA represents members in law enforcement agencies throughout the Chicago land and Midwest – Great Lakes area. You are able to meet with officers from different agencies on the federal, state and local levels. Many new friendships are formed and there is much camaraderie. There are also many ways for you to get involved. You may join one of our committees and if interested please let myself or any of the officers or board members know. Please bookmark our website, where you will find complete information on our organization. AALEA is also on Face book under Asian American Law Enforcement Association.

AALEA is a member of the National Asian Peace Officers Association (NAPOA) and therefore members of AALEA by proxy are also members of NAPOA. NAPOA in partnership with one the local chapters hosts a training conference each year in a different city. As a member you can take advantage of this opportunity and register at a discounted price. For more information on the next conference and the NAPOA organization you can access their website at

We look forward to serving you and assisting you in any way we can. Please feel free to contact me or any of the executive officers and board members if you have any questions, concerns, or comments. Your dedication to our organization will greatly be appreciated and we commend you for serving in law enforcement.

Fraternally Yours,

Thomas Freitag
AALEA President
